Stanislaus County is developing a federal-aid project that will modify an interchange on a state highway and includes a NEPA-required biological survey for nesting raptors. The PWD asks PlanCheck which Caltrans manual governs each part of the work.

Scenario 02
State-only project — which chapters apply?
Setup
The City of Hughson is using only state STIP funds (no federal funds) for a Class IV bikeway. A new Public Works staffer asks whether they need to follow the LAPM chapters on environmental procedures, DBE, and construction administration.
Question
Which LAPM chapters apply to this state-only project? Which do not?
Solution
Apply: Chapters 1, 2, 3, 4, 5, 10, 16, and 17. Specifically, the staffer should follow Ch 4 (Agreements — though State-only Master Agreement applies), Ch 10 (Consultant Selection — QBS still applies under state law), Ch 16 (Construction Administration), and Ch 17 (Project Completion).
Do NOT apply: Ch 6 (federal NEPA), Ch 7 (Field Review), Ch 8 (Public Hearings), Ch 9 (federal DBE), Chs 11-15 (federal-specific design/PS&E/R/W/utility/advertise-and-award procedures), Ch 18 (federal Maintenance), Ch 20 (federal Audits).
Note: CEQA still applies through state law even though Ch 6 does not.

Facts
Patterson finds an LAPM procedure that contradicts a 2026 DLA Office Bulletin (DLA-OB) issued in May 2026. The LAPM is the January 2026 edition. The City Engineer asks PlanCheck whether they should follow the LAPM (since it's the formally published manual) or the DLA-OB.
Analysis
What is the correct precedence, and where does this rule come from?

The DLA-OB takes precedence. LAPM Ch 1 §1.7 and the Caltrans LPP webpage explicitly state: "ALERT: Some portions of these LPPs along with the LAPM and LAPG may have been superseded by Division of Local Assistance Office Bulletins (DLA-OBs). Always check DLA-OBs for any recent policy or procedure updates that have not yet been issued as LPPs." Patterson should follow the DLA-OB.
The LAPM is published annually in January but DLA-OBs are issued throughout the year and explicitly supersede LAPM sections. The annual LAPM update folds in DLA-OBs after the fact.

Email DLAPublications@dot.ca.gov. LAPM Ch 1 §1.7: "Comments and suggestions for improvement to the manual or the processes and procedures therein can be submitted to: DLAPublications@dot.ca.gov."
The DLAE is also an appropriate parallel contact — they often raise the issue through internal Caltrans channels — but the formal feedback inbox is DLAPublications.
